Negotiations Planning in Tough Economic Times

Going into negotiations we have to consider that the largest source of revenue for the university is the operating grant from the Government of Saskatchewan. With this year’s provincial deficit now projected to be $1.2B and growing, and where “everything is on the table,” what  will this mean for our university? Will the U of S be able to buck the trend of acquiescing to transformation solely as a panicked reaction to dire financial threats? Is this shaping up to be a smoke-and-mirrors “TransformUS” scenario, round two, only this time more transparently driven by a government agenda?

The Crown sector, publicly-funded institutions and the public service are being asked to pony up through clawbacks of 4–5%, cutbacks, wage freezes and voluntarily opening closed collective agreements. Not yet known are the implications for universities in this province, but we have already witnessed the impact of the Ministry of Advanced Education’s proposed “transformational change” on our university.

We have seen $20 million withheld from the university’s grant in 2015–16, a 0% increase in the 2016–17 base operating grant from Advanced Education and a subsequent clawback of $20 million.

Messaging from university administration is already sobering. The Operations Forecast for 2017–18, which provides information requested by the Ministry of Advanced Education to support the university’s funding request, notably includes a statement on the impact of 0% growth in the base provincial operating grant.

The university forecast indicates that a 0% increase now would amount to a funding reduction of $19.1 million by 2019–20, equivalent to:

  • the annual operating budget of the College of Agriculture and Bioresources and the School of Public Health combined; or
  • 115 members of the total faculty complement of 1,049 or 11% of the university’s faculty; or
  • 221 ASPA employees (17% of employees); or
  • graduate and undergraduate combined tuition rate increases of 16.2% over three years (pp. 27–8).

Such dire scenarios in the operations forecast are troubling. While the university cautions that it does not intend to implement such drastic cuts, there is no question that this forecast signals the potential of a significant impact on our programs and units. The threat posed to the autonomy and independence of the university as a result of cutbacks in concert with funding targeted to specific initiatives is not the only concern: no less troubling is the potential impact these cuts will have on the lives of all the people who make up our university community.

We invite you to reply to this email and share with our team your experiences or reflections on this issue as we prepare for negotiations.

Our Condolences-In Solidarity

To our Muslim co-workers, to our Muslim students, to our whole community, the USFA joins with Canadians across the country in extending our deepest condolences to the families and friends of those killed and injured in the attack in Quebec City on Sunday.

As scholars, teachers, and citizens we deplore the emboldening of racists and Islamophobes by President Trump’s recent executive order on immigration. USFA is resolved to contest any attempt to legitimate such views in our University, province, or country. Immigrants and refugees are welcome here. Hatred is not.

Negotiations Planning: Spouse/Partner employment

Our employer has expressed a commitment to spousal hiring to support the recruitment and retention of faculty, but in recent conversations with new members, the university’s support for spousal and partner hiring (whether academic or otherwise) has been flagged as a problem for families relocating to Saskatoon.

We invite you to contact the USFA office and share with our team your experiences or reflections on this issue as we prepare for negotiations.

The Peter C. Dooley Legacy Award is intended to recognize and celebrate champions of collegial self-governance and to ensure that the role Peter Dooley played as such a champion in making the USFA what it is today is not forgotten. The Dooley Award is given to a person, persons or an organization who has, through a long-term, cumulative contribution or a single, particularly important event or action, championed collegial decision-making and collegial self-governance in Canada.

The Peter T. Millard Award is meant to provide a means for USFA members to acknowledge and recognize other USFA members who, through their activism and involvement in the USFA and with the administration of the Collective Agreement, have been champions on behalf of USFA members and faculty at the University of Saskatchewan. The Millard Award is given to individuals who have assisted and/or supported a USFA member or members, or faculty generally through their involvement in the work of the Association. This assistance and support could be a long-term, cumulative contribution or a single, particularly important event or action.

Call for volunteers: Strike policy development

The USFA Executive Committee is looking for volunteers to draft a Strike Policy for the membership’s consideration at the spring general meeting on April 21, 2017. The USFA is now a member of the CAUT Strike Defence Fund. In the event of a strike lasting more than 2 days, we will receive daily strike benefits from the Defence Fund. The purpose of the policy is to outline how those benefits will be distributed among our membership.

Please contact Johanne Brassard (Johanne.brassard@usask.ca or 5610) if you are interested in serving on this committee.

USFA Conference Fund: Invitation to apply

USFA members are invited to submit an application to the Executive Committee for reimbursement of attendance at a conference/workshop/meeting related to the USFA including, but not limited to, labour relations, academic freedom, employment equity, and workplace health and safety.

In the Spring of 2016, the USFA Executive Committee replaced the USFA Policy for Association Spending on Conferences with the USFA Conference/Workshop/Meeting Attendance Policy.

The purpose of the new policy is to ensure that annual budget allocations are made to support training and development that assists Executive Committee members, FARs, members of USFA committees, and USFA representatives to fulfill their duties and responsibilities, and to support the USFA’s active participation regionally and nationally in organizations important to its work.

Criteria for approval of requests includes:

  • Relevance to the mandate and activities of the USFA
  • The anticipated cost to the USFA of the request for reimbursement given the budget allocation for these activities and the actual and anticipated expenditures on these activities
  • Equity among members requesting USFA reimbursement
  • Capacity-building and succession planning
  • The applicant’s participation in USFA activities

Successful applicants are required to submit a written report within 30 days of their return.

Guidelines for the Assignment of Duties should not include Goal Setting

Last year we heard from members who were asked to provide an accounting of their planned achievements, including desired research output, number of publications, and grant applications, and were told that this plan would be considered when awarding merit. This year some units are considering whether to incorporate achievement plans into Guidelines for the Assignment of Duties and treating “aspirational prospective research plans” as a concrete assignment of duties.

As dangerous as it is to use your goals as the basis for awarding merit, it is even more dangerous to incorporate goal-setting requirements into Guidelines for the Assignment of Duties or to use research aspirations as assigned duties: if you fail to achieve your goals, you may open the door to discipline for not fulfilling your obligations.

The contrast between what you would like to achieve and your actual achievements is not the means for evaluation in any of our collegial processes.

Clearly understand the purpose for providing an achievement plan and how this information will be used. The USFA recommends voting against Guidelines for the Assignment of Duties that include these sorts of provisions. You should contact the USFA immediately if it is being used as the basis for evaluation in the salary review process.

Disclosure requirements for Salary Review ranking and decisions

It has come to our attention that the reporting requirements of the salary review process are not being met.

The Collective Agreement requires that Department and College Salary Committees report their rankings, decisions, and reasons to members of their unit. These reports are an important part of ensuring a fair, inclusive, and transparent process. They serve to document the distribution of special increases across the full range of faculty duties and help members determine whether or not to appeal to the President’s Review Committee.

To clarify minimum disclosure standards required from Department and College Salary Committees, the USFA and the Employer have developed a reporting protocol (available on the USFA website). Following is a summary:

  • Information from the relevant salary review form (Salary Review Form 1 for Departments or Salary Review Form 2 for non-departmentalized Colleges), or the form itself, must be made available to employees in the unit by either distributing it or making it available for review on request.
  • Forms 1 and 2 must include the Committee rationale for an award or recommendation, and a summary of evidence with enough detail to allow comparison with other unit members. See examples here.
  • Committee decisions must be reported in a priority ranking order that includes all employees in the unit independent of whether an award was made.
